Towards the White Schengen List: Implementation of the Roadmap on Visa Liberalisation in Bosnia and Herzegovina Print
Wednesday, 03 March 2010 10:41
Due to the complexity of its administrative structure and the difficulty to reach political consensus on some of the reforms, particularly in the sphere of public order and security, Bosnia and Herzegovina had been experiencing substantial difficulties in satisfying the Roadmap measures. As highlighted by the European Commission 2008 Progress Report, the country’s “administrative structures remain cumbersome, and in some cases fragmented, and prone to duplication and unclear division of powers, both between institutions at the same level and vertically, between different levels of government.”

On July 15th, rather than issuing a positive recommendation, the European Commission presented Bosnia and Herzegovina with an annex outlining “the specific areas in which Bosnia and Herzegovina is asked to make further progress, and report on, in view of the fulfillment of the outstanding benchmarks,” whose number remained substantial at this time. As a result of efforts undertaken over the last period of time, considerable steps forward can be noticed in terms of development of legislative and strategic documents required by the roadmap, with a number of outstanding benchmarks having been met in this regard. However, further advancements in the implementation of the latter need to be carefully monitored in the following period, to ensure substantive rather that solely formal meeting of the conditions.

Decentralizirani sistem upravljanja fondovima EU (DIS) – analitički pregled njegovog značaja i razvoja u BiH:

The Scar of Srebrenica - by Jennifer Tong
This year, in July, Secretary of State, Hillary Clinton said that the U.S. will invest $15 million into preserving the Auschwitz-Birkenau Concentration Camp, pending Congressional approval.  The Auschwitz-Birkenau Foundation’s mission is to preserve the concentration camp and has been seeking money.  The camp is deteriorating as a result of it being built as a temporary place and without proper funding the camp cannot be sustained.  So why spend millions of dollars during an economically challenging time?  Why not let the camp go under after decades since the end of the war?  Why keep reminding people and holding onto the past?
